The second edition of CESAR Spotlight capped a three-year run with one of Latin America’s most respected innovation institutes. Here’s how we built it, and what it shows about how MOUSA.I. works.
By Chris Knight, Creative Director and Co-Founder, MOUSA.I. · October 2026
“It’s not a tool. It’s not a platform. It’s not a technology.”
Silvio Meira, Web Summit Rio, June 2026
Silvio Meira said it in Portuguese, on the AI stage at Web Summit Rio, in June 2026. I had placed him on that stage and helped him build his keynote talk.
Three months later, those lines opened a magazine.
CESAR Spotlight, Edition 2: AI Is Not a Tool. CESAR launched it in late September at a major AI innovation event at its Recife HQ. It is a centerpiece of CESAR’s push to reposition itself as an AI-native organization. It is also the clearest example yet of what MOUSA.I. does for clients.

First, who is CESAR?
Start with Recife, on Brazil’s northeast coast.
In 1996, a group of professors and students from the Federal University of Pernambuco’s informatics department, Silvio Meira among them, founded CESAR. Four years later, CESAR became a founding institution of Porto Digital, the downtown tech district WIRED would call the quixotic tech hub that actually worked.
The numbers back the headline. When WIRED visited in 2023, Porto Digital was home to more than 350 companies and 17,000 tech jobs, and CESAR had supported more than 220 startups. Its R&D clients include Ford, Grupo Boticário, HP Enterprise, Lenovo, Samsung and Stellantis. In 2024, Embrapii named CESAR as Brazil’s Cybersecurity Competence Center.
Three years, one thread
Our brief never changed: make CESAR’s story legible to the people who buy innovation in Silicon Valley, New York and Europe. Some of our featured work for CESAR, in order:
2023 WIRED comes to Recife
I organized a media day at CESAR headquarters. WIRED’s Angelica Mari came and wrote the definitive English-language profile of Porto Digital, with CESAR and Silvio at its heart.
2024 An English newsroom with receipts
We built CESAR’s English-language storytelling for its North American sales team: a keynote with Lenovo on a real-time AI translator for Brazilian Sign Language at Web Summit Rio, and the cybersecurity accreditation.
2025 Spotlight, Edition 1
Secure Horizons tackled cybersecurity and GenAI in support of CESAR’s new CISSA cybersecurity center, activated through a media day, gated lead capture and stages at Web Summit Rio and SXSW. Read that case study. Plus the Smart Lipstick built with Grupo Boticário and CESAR’s Web Summit Rio 2025 program.
EU A voice in Europe
A thought leadership series with The European Business Review to raise the profile of CESAR’s Portugal-based office.
2026 Silvio on stage, then Edition 2
I placed and prepped Silvio for his Web Summit Rio keynote, helped design and write the presentation, then turned it into the magazine.

Edition 2: the argument
The thesis is in the title. AI is an operating model, not a purchase. Six chapters make the case:
01_ When work changes its nature. Silvio’s three intelligences: individual, social and artificial.
02_ The divide few cross. Gartner finds 17% of organizations have deployed AI agents. MIT finds 95% of enterprise GenAI pilots show no measurable return.
03_ The ladder. Silvio’s nine-level MIA model, from dashboards to strategy.
04_ Inside the lab. CESAR’s engineering leaders, interviewed by Claude.
05_ Method as a moat. Seventeen experiments. A 72.5% cut in prototype time. 50% to 60% faster semi-autonomous coding.
06_ Lead the AI. Three questions every leadership team should answer first.
How we built it
Part one was Silvio. The raw material: his written remarks for Web Summit Rio, the presentation I helped design and write, and two of his published long-form essays that are roughly 70 pages each. All in Portuguese.
I wrote a detailed Claude prompt for every chapter: the argument, the sources, the structure, the voice. Claude outlined and drafted. I edited by hand. Then we went again. And again.
Part two was the lab. I sat down with Flávia Nascimento, who leads CESAR’s North American software engineering program, and two of her leaders, Gustavo Eliano de Paula and Victor Ximenes. Over a series of interviews, they walked me through more than six months of structured experiments run for a major U.S. tech client. Seventeen experiments. Each with a metric. Each with a human review gate.
Then we tried something new. We let Claude conduct the interview. I directed the prompts and made every edit. The machine asked the questions. Humans decided what mattered.
The machine doesn’t have taste. We do.
The MOUSA.I. manifesto
That line is our manifesto. So is this one: AI collapses the cost of production and raises the value of judgment. Edition 2 is the manifesto in practice. AI for range and speed. Human judgment on every word that shipped.

Why it mattered
In November 2025, CESAR began repositioning itself as an AI-native organization, an effort tied to its own internal AI transformation and rolling out through 2027. For the past year, I advised CESAR’s leadership and board on that positioning.
A repositioning needs proof. Edition 2 supplies it: a founder’s philosophy in part one, production data in part two.
One more pass, in English
CESAR published Edition 2 in Portuguese only, as the institute refocused on its home market. Our engagement wrapped in July, after more than three years.
I wasn’t ready to leave the work on a shelf. So this month we made the English edition ourselves, with Claude. A PDF-only source, converted back to an editable file. Every chapter translated into native U.S. English. The layout rebuilt, the charts redrawn, every key statistic rechecked against its primary source.
It took one full day to produce it.
That is the method the magazine describes:
Map the work. Let the machine move fast. Keep a human at every gate.
